01Start with policy navigation and onboarding instructions

Choose questions with an approved source and a clear handoff: where to submit an expense, how to request an account or which orientation session to attend. Identify the office, employee group and policy date needed to answer correctly. Have the assistant ask for missing context without requesting unnecessary personal information.

Our recommended first scope excludes decisions on hiring, promotion, dismissal, disciplinary matters and individual entitlements that require interpretation. A policy lookup and a judgement about a particular employee are different purchases. When the question becomes personal, route the employee to a named HR contact and explain what information that person will need through the approved channel.

02Organise sources around the employee’s next action

  • Use approved versions of the handbook, onboarding checklist, office guide and contact directory. Give each source a business owner and review date.
  • Label sources by location and employee category where the policy differs. Require the answer to name the applicable category before giving an instruction.
  • Keep personnel files, performance reviews, medical records and disciplinary material outside the initial knowledge collection. The pilot should not need them to explain routine onboarding.
  • Write a handoff for questions the material cannot resolve. Include urgent support contacts where appropriate and make them reachable without completing a chat.

Ask recent joiners to write questions in their own words. Include questions that use old department names, ask about a policy that has changed or confuse two processes. Test any languages employees actually use with reviewers who can judge meaning. A fluent translation should still preserve conditions, dates and the intended recipient.

03Make the assistant useful without giving it decision authority

  1. 01Explain the next stepReturn a short instruction, the approved source and the person or system receiving the request. Avoid collecting a detailed personal story when a link to the right form is sufficient.
  2. 02Prepare, then ask the employee to checkIf the pilot drafts a routine message or checklist, label it as a draft. The employee confirms names and dates. A manager or HR officer remains responsible for approvals.
  3. 03Capture unanswered topicsRecord the topic and why the assistant could not answer. Minimise personal detail in the improvement log and set access and retention for that log before collecting it.

04Evaluate fewer repeated questions and clearer handoffs

Do not use the number of conversations as the success measure. Ask joiners whether they completed the correct next step and ask HR whether the escalation contained enough context. A quick answer that sends an employee to the wrong form creates work elsewhere. Follow a sample through to completed onboarding tasks.

05Set a modest acceptance gate with firm stop conditions

  • RECOMMENDATION

For routine onboarding, we recommend a source-linked assistant with a visible human contact and no access to individual personnel files during the first trial.

BasisThis depends on the narrow policy-navigation scope and the availability of approved instructions. Microsoft’s permissions documentation supports the access-review questions, but it does not validate this proposed HR workflow.

An illustrative pilot gate is correct source-linked guidance on 90% of routine test questions, every sampled personal-case question routed to HR, no cross-group access failures and a measurable reduction in HR handling time after maintenance. Include at least one removed policy and a joiner whose office differs from the default office.

Stop if the assistant promises an entitlement unsupported by the policy, exposes personal records, invents an approval or makes the human route hard to find. Review employment and privacy questions with the responsible specialists using the organisation’s jurisdiction and circumstances. The pilot’s purpose is to improve navigation and preparation while keeping accountable decisions with HR.
