01Begin with the requirements list and evidence library

Choose a past tender or a non-live practice brief for the first trial. Ask the bid manager to identify every required response, attachment, word limit, format and deadline. The assistant should build a requirements list with references to the original tender, then help draft sections using approved company material.

Create a small evidence library: approved service descriptions, current credentials, authorised case references and named delivery capabilities. Record the owner and validity of each item. A previous proposal is not automatically approved evidence for the next client. Separate reusable wording from commitments that require a fresh technical, legal or commercial decision.

02Keep a traceable path from requirement to approved answer

  1. 01Extract the requirementsGive each requirement an identifier and a source location. Have a reviewer check the list against the tender, including appendices and later clarifications.
  2. 02Map approved evidenceLink each draft claim to a current company source. Mark unsupported claims as gaps with an owner rather than filling them with a plausible project, statistic or certification.
  3. 03Draft within the response formatUse the required headings and limits. Keep proposed pricing, staffing and delivery dates clearly marked for the appropriate owner to approve.
  4. 04Review and submit through the existing processThe bid manager checks completeness while named owners approve commitments. Keep final document assembly and submission under the organisation’s established authority.

03Test the claims a confident draft might get wrong

  • A tender asks for a certification the company does not hold. The correct outcome is a flagged gap, never an invented certificate or an unsupported equivalent.
  • A past project has a confidential client name. Require authorised wording and permissions before that reference appears in a new proposal.
  • Two tender documents disagree after a clarification. The reviewer must identify which instruction governs; the assistant should not silently choose.
  • A reused paragraph promises a delivery schedule or service level. Route it to the accountable owner for this bid rather than treating old wording as standing approval.

Have one reviewer assess requirement coverage and another review material claims where practical. Save missing requirements and unsupported additions as separate failure categories. A well-written proposal can fail either test. Keep the source library’s access controls intact so material for one client does not leak into another client’s response.

04Measure accepted sections and review burden

Compare equivalent sections and complexity. A short executive summary cannot establish the expected improvement on a technical compliance matrix. Count time spent locating evidence, checking claims, correcting the format and resolving stakeholder comments. Keep any prediction about winning bids outside the pilot result unless the organisation has a defensible way to measure that outcome.

05Require complete coverage and approved commitments

  • RECOMMENDATION

For tender preparation, we recommend source-linked drafts with explicit evidence gaps and separate approval of every material commercial or capability claim.

BasisThis depends on reusable company material and accountable bid owners. Docling’s primary documentation is relevant to document conversion, not to whether a proposed tender claim is true or authorised.

Illustrative acceptance criteria require every mandatory requirement in the evaluation set to be represented, every material company claim to have approved evidence, all designated unsupported-claim challenges to be flagged and a reduction in total drafting-plus-review time. The bid manager should decide what counts as mandatory before testing.

Stop if the assistant fabricates a reference, certification, price or delivery promise, exposes another client’s confidential material or submits anything without authority. Correct both the draft and the process that allowed the claim through. A successful trial earns use as a drafting aid; it does not transfer responsibility for the final bid from its approvers.
